Introduction:
Meaningful public participation is not simply about bringing citizens into a meeting room; it is about creating opportunities for their voices to shape the decisions that affect their lives. In Homa Bay County, this has meant taking public participation beyond conventional forums and creating mechanisms that enable communities, including women and other vulnerable groups, to engage with County planning and decision-making at the local level.
With approximately 1.3 million residents, Homa Bay has diverse communities with different needs and priorities. Women, youth, persons with disabilities and other vulnerable groups can, however, face barriers that limit their participation, including household responsibilities, cultural expectations, limited facilitation and resource constraints. These challenges can affect not only whether they participate, but also their ability to meaningfully influence decisions that shape development in their communities.
